In an effort to fill the federal void, the National Academies of Sciences formed a Human Embryonic Stem Cell Research Advisory Committee. The guidelines developed by this panel are likely to form the basis for any new federal stem cell research guidleines. I am surprised Mr. Weiss did not note them since they have largely been embraced by the research community, including private funders, research institutions, and journal editors.

"Undoubtedly fall short" seems possibly a little harsh. Didn't Arthur C. Clarke say something to the effect of "We tend to overestimate the effect of a technology in the short run and underestimate the effect in the long run". We're still in the very short run here.
